Details:

  • Resource Type: Spotlight
  • Estimated time: 1-2 hours of reading and meetings time

Purpose:

  • Understand how HCMS alignment, design, and data use led to effective change in an urban district
  • Consider how the district’s HCMS approach could be adapted to your context

Directions:

  1. Read the spotlight as an HCMS Alignment Team (or a subset of the full team).
  2. Refer to your grant program logic model as you read the paper.
  3. Note key HCMS actions and practices that San Antonio Independent School District (SAISD) used to implement their data-driven HCMS as you read the spotlight.
  4. Hold a meeting to discuss the reflection questions and plan next steps.

Reflection Questions:

  1. How did SAISD use their district teacher evaluation system to identify effective teachers in their district?
  2. What were the key competencies they used to define performance and align HCMS practices?
  3. What are the key decisions your organization wants to make regarding your key HCMS practices?
  4. How did they use the competencies in recruitment, selection, hiring, and placement?
  5. What are some elements of SAISD’s approach that you might consider for your HCMS?

Going Deeper:

  1. What is the role of the Talent Partner, and how did that position enhance HCMS implementation?
  2. What were the key competencies they used to define performance and align HCMS practices?
  3. How did SAISD’s Accountability, Researcher, Evaluation, and Testing departments use specific types of data to inform the placement of Master Teachers?
